if the explanation at the redhat site for what I see in my 
/var/log/auth.log is true, it would be great to have a more telling error
message (best even back to the user!)

I think that you will find that recent versions do actually have a more
descriptive error message, and certainly not the one that you have cut and
pasted from the redhat bug.

Change all RESOLVED bug to CLOSED with the exception of the ones fixed post-4.4.
