Version: openssh-3.2.3p1

It is not possible to change expired passwords. Reason: in auth-pam.c the case 
statement of PAM_NEW_AUTHTOK_REQD is commended out. If you remove the #if 0 
everything runs smoothly again.

this was done as a temp workaround to 188.
make it a dup.
