I'm having exactly the same problem with RH-6.2 for SPARC and I've seen some 
other references to this issue with RH-6.2 for Alpha.

This is probaly not a bug.  I resolved my issues by simply correcting 
the /usr/include/asm path by creating a symlink to /usr/include/asm-sparc.

On my system (RHL6.2), socklen_t is defined in /usr/include/bits/socket.h .

My workarond:
echo 'ac_cv_type_socklen_t=${ac_cv_type_socklen_t=yes}' >config.cache
./configure -C --with....
