It looks like the current version of the openssh client is truncating the banner to 1024 characters. This was not the case with 3.5p1 and earlier. The openssh server does present banners larger than 1024 characters- this looks like a ssh client problem. (I don't see the problem when I use older openssh clients from the same initiating computers) Unfortunately, the department of energy banner that I'm mandated to use is just a couple of hundred characters longer.
