5.5 will be a minor release, most of these are for the next major release.

1733 got bumped from 5.5, and now from 5.6.

What exactly is holding it back?

5.6 has been released.

With the release of OpenSSH 5.6p1 this bug is now considered closed.  If you have further problems please reopen or file a new bug as appropriate.
