During installation, I received the following message:

Before starting the OpenSSH service you MUST edit the C:\Program Files (x86)\OpenSSH\etc\passwd file.  If you don't do this, you will not be able to log in through the SSH server.  Please read the readme.txt or quickstart.txt file for information regarding proper setup of the passwd file.

There is no "passwd" file at the indicated path, and therefore I am unable to edit it.

The OpenSSH team is not responsible for this package.  Quoting from my message last time[0] this came up:

Yeah, sorry about that, not sure how I ended up with an old version - I think a high ranking Google hit listed it as the latest. I clued in when I saw the contents of the version dropdown, but I guess I hit submit anyway, meant to cancel.
