Add Match support for PermitEmptyPasswords

Adding Match support for PermitEmptyPasswords may bu of use with
anonymous CVS access via SSH and, potentially, other situations.

For example:

PermitEmptyPasswords        no

Match User anoncvs
    PermitEmptyPasswords    yes

NOTE: This patch addresses OpenBSD PR 3891/user.
