What is the file size limit for scp.  I assume it is something larger than
2.5Gband smaller than 3.0Gb

there is no limit, unless scp has a bug.

what versions are you talking about? what systems?
does the system have different APIs for 64bit offsets

in portable we support large files via autoconf AC_SYS_LARGEFILE
