Building openssh-6.2_p2 I got message:
ssh-keysign.c:169:2: warning: implicit declaration of function ‘ssh_OpenSSL_startup’ [-Wimplicit-function-declaration]

err, what platform is this and was this an unmodified source tree?

line 169 is "i = 0;" and there's no "OpenSSL_startup" anywhere in our source tree.

Oh, I'm sorry, this warning arise from X.509v3 certificates
support patch I'v applied (http://roumenpetrov.info/openssh/x509-7.5/openssh-6.2p2+x509-7.5.diff.gz) and doesn't refers to original openssh code.

Set all RESOLVED bugs to CLOSED with release of OpenSSH 7.1
