sftp_resume_upload.diff

Please find attached the first version of my sftp resume upload diff.

SFTP already has the ability to resume partially downloaded file. It would be nice to also have a similar feature for resume.

In Mauritius, we have very small uploading bandwidth. Having the ability to resume interrupted upload is very handy.

As usual, feedback welcomed.

Close all bugs left open from 6.6 and 6.7 releases.
