Because entities must not be multiplied beyond necessity. These lists really are the same KEX_DEFAULT_PK_ALG.
I think it is easier to read and to maintain documentation when there are just two lists.

Why not?  Having an external reference increases the amount of effort on the part of the reader to get the information they're after.

Like Darren said, having the algorithm lists adjacent to the configuration options that they apply to is more friendly to the reader.
