Those configuration options are not supported by the software from openssh.com, they appear to be for the HPN patch set.

Either you have a config from HPN with a stock binary or (less likely) your HPN-modified sshd is broken in some way, in which case you need to contact the HPN folks for assistance.  Either way it's not something the openssh team can help you with.
