incorrect banner

I am using OpenSSH 7.3p1 version, when I configured the following banner message, it is not displaying correctly in the Putty.  I have the enabled UTF-8 in the Putty. 

The banner configured as the following but the if you look at the attachment the first character (慧) is not correct.
