Mention on the man page where to report bugs.

Yes one can eventually dig it up but it would be nicer to be more forthcoming.

The main page has a "reporting bugs" link that mentions this bugzilla under the first section. We consider this to be sufficient.

OK. But minimum steps needed:
$ man ssh #guess->
$ man -w ssh|xargs dlocate
$ dlocate -L openssh-client|grep copy #guess
$ grep http /usr/share/doc/openssh-client/copyright
$ $BROWSER http://www.openssh.com/portable.html #guess->
$ $BROWSER http://www.openssh.com/
$ $BROWSER http://www.openssh.com/report.html
$ $BROWSER https://bugzilla.mindrot.org/
