How did you do the upgrade, and from which version?

Upgrade from 7.4 to 8.8 by downloading the package and then compiling it

Is this on Cygwin?  If so did you upgrade from the package supplied by Cygwin?  By default configure will put sshd at /usr/local/sbin/sshd but the Cygwin native one is at /usr/sbin/sshd.
